Help me (block/diagram, articles, papers, links).
Can you design it with MMIC or with discrete components?

the simple pll is a feedback system composed of phase detector filter VCO and frequecny divider
the attacehd is a block diagram for the pll
 

Hello Khouly;
But the block diagram you uploaded is for a simple PLL. For the 13.5GHz probably we should use hybrid PLL or frequency multiplier.

You can then use any PLL chip that can work at 2 GHz, for example, LMX series.
I saw the Hittite's website. But I'm interested in a novel design, e.g. a 13GHz PLL, or a novel design method (e.g. using DDS), or a discrete design. Have you any idea?
 

Use the nornal PLL with DDS as a reference source. You would not find any DDS for 13 GHz.
