12Vdc power regulation from a vehicle power supply

I am searching for a product or a design that will output 12Vdc @ 40watts from a motor vehicle accessory 12Vdc outlet such as a cigarette lighter outlet.

Concern is about minimum 10Vdc to 14 Vdc output from the vehicle, heavy ripple and spikes to 70V from the alternator.

Regulated and filtered supply must be available at the 12Vdc regardless if the vehicles motor is running or not.

I am after a one off sample and then a quantity of 100 units.
