You can use LM350/LM350T Adjustable Voltage Regulator IC.
Specifications:-
Current: 3A, Regulator Topology: Adjustable, Regulator Type: Linear, Output Voltage: 1.20-33V, Feature: Output Voltage Adjustable.

Manufacturer: National Semiconductors, Manufacturer Part No: LM350T, Package / Case: TO-220-3.

Othervise you can also use zener regulators.

What is required current for 33V?, Is isolation required?,What is the efficiency expected?
 
Never mind that for now. Better go back and read up on principles of linear voltage regulators...

Isolation not required if 12 V is a battery source. Isolation required when the 12 V ground is connected to high voltage ground.
