12V to 1.5V Converter

Hi all..
I need a small help for you all...
i have a 12V 5 Amps SMPS. where the voltage is very high and Amps is very less for me for my project.
can i convert this 12V 5-Amps to 1.5V 15-Amps or more using any converter, if yes then can any body please let me know how can i do this. or please let me know if i have any other alternative rather than this.
