difrence btw handoff and assignment of new channel

1) wht is the difference btw handoff and channel assignment to call in gsm network

Channel assignment to a call means that you want to begin to talk and so you should have a free channel to speak through,and when the netwok gives you a channel,that means the network assigns a channel to you,while handoff means you are involved in a call and you are moving and reached the border of your cell and you are going into a new cell,so your call has to be completed so the transfer of the administration of the call from your BTS to another BTS which you are going to is called handoff as the new cell assigns to you a new channel to be able to speak over otherwise your call will be dropped

channel assignment is the allocation the new unused channel for an user to establish the connection as he is requested for. here the transaction is between MS and the BS with the support of MSC.
whereas in hand-off, think of a scenario in which the user is making a conversation on the move ... for every particular time period a module within the MS monitors nad measures RSSI ( Radio Signal Strength Indications) and conveys back the acquired information the BS.
upon reaching the end of that particular cell boundary the signal strength decreases dratically and this is immediately reported to the BS and then to the MSC promting MSC to come into picture for handing over the ongoing call to the neighboring cell.
then MSC checks for an empty unused voice and a free control channel and assigns while the call is in the progress this process is called as handoff and it is unnoticeble by the user.
now you may ask that suppose in the neighboring cell wher the user is moving in if there are no empty channels then what happens ???
at this point of time MSC adopts various techniques called as borrowing strategy, dynamic channel assigments to cater this deficiency.
