What is the relation between clock frequency uncertainty and the clock frequency??

I am injecting oscillator clock frequency of 38.4 MHz with 3 ppm…and making the receiver to calibrate with the injected clock frequency and observe the clock frequency uncertainty. The frequency uncertainty should correspond to injected clock frequency...which is in m/sec. so, What should be the frequency uncertainty that is expected for this specification? please clarify me as i am a beginner?

thanks

You have a 38.4 MHz clock with a 3 PPM error. The 3 PPM Error translates to a 115.2 Hz error. I can't tell from your statement whether that's +/- 3 PPM or 3 PPM total (+/- 1.5 PPM)

I'm not quite sure what else you are asking.
