Is it possible to build a scrolling 8 x 16 led message on the PIC16F84A using a decoder? Please help!

I think you should be looking at an alternative Pic device.
The 16f84 is a very old product, in fact it was the first Pic micro to feature flash program memory. It must be over 20 years old?
It is expensive and for the same cost or less, there is a vast choice of Pic devices that are faster, with more peripherals, bigger rom, ram, i/o and much lower power requirements.
