iam using atmega128L with freq 7.28Mhz. its not woking on below 4.2V.its working only above only above 4.2V.

can u explain any one the reason?

i want to work the device on 3V BT
 

Check the crystal and see whether it is running on mentioned voltage . May be you should adjust the caps or use external oscillator. Just have a look to this guide . I dont remeber where it was loaded from

maybe you have wrong set fuse bit "Brown-out Reset BODLEVEL"
BODLEVEL=1 Threshold Voltage 2.4-2.6-2.9V
BODLEVEL=0 Threshold Voltage 3.7-4.0-4.5V

Look on documentation.
