What is the best battery charger (schematic) for lead acid batteries?

The simplest is a 13.8 V regulator with current limiting. This will not overcharge the battery. Leave it connectd for a few days or until the current drops below 1% of the AH rating of the battery.

I have made this ckt, it dont works.....
It can't output more than 150ma current though the battery is fully discharged.
