Hello,

it is rather small FPGA (it contains about 1728 logic cells). You can download "Xilinx ISE" IDE as synthessis tool (WebPack version is free).

You can look for projects on these sites for example (but for many projects your device xc3s50 might be to small):L

I understood that tis FPGA chip is internal part of "vinyl/radium cutter router" in such case you aren't able to do much with this (I suspect that it would be hard to" "reprogram" this chip in such case).

By having the FPGA programmed to blink the LEDs which can be done using Verilog or VHDL.
Use Xilinx ISE for this FPGA as your IDE.
