Why neoway m590 GSM GPRS NOT send Message ?

why my gsm neoway m590 module can not send a message, call, but run AT command, AT + CMGF = 1 is "OK" but another command like AT + CMGS is worth ERROR ,?

Why don't you tell what else was going or not going on ? It does not seem obvious that a GPRS modem requires an SDcard chip, an unlocked phone for the selected mobile telephony operator, need to have credit on the phone account, the antenna signal has to be within range, etc...etc... ? The question as posed is null in the sense that just evince that it is not working, but did not bring what else you have tried; Did you at least have used another mobile and/or another chip just to elliminate possible causes ? What other commands preceded this one ? In shorts, no one can help you with the 'amount' of information provided so far.

Sending AT command from uC or System? Have you checked the module with AT commands through Hyper Terminal? If uC, post code snippet.
