Should 2 close and matched poly resistors have correlated thermal noise ?

The short answer is No.

Thermal noise is statistical in nature; random fluctuations of the electron distribution.

Consider an uniform rod: measure noise in the first 1/2 and also in the second 1/2. They will be statistically identical but still uncorrelated.

Lack of correlation in the time domain implies lack of correlation in the frequency domain too.
