[Moved]: voltage shiftier with conditional purpose

I need a voltage shifter like this below, 0:0.3 is logic 0 - 0.3:0.6 is logic 1- 0.6:0.9 is logic 2, you can see that need a gate in Hspice to filter or constant the voltage above 0.6v at the output, at first I want to do this by opamp but I couldn't, please someone help me in this

If you're talking about analog IC design, isn't it the job for ADC circuit?

You won't necessarily use an ADC to distinguish three voltage levels respectively implement just 2 thresholds. Two comparators should be fine. Additional logic depending on the intended result representation.
