...because like printer ink cartridges, the main profit comes from the peripherals. Alternatively, perhaps the most expensive parts are the leads as the rest are penny ICs, passive components and a plastic box.

Maybe it's the manufacturer's wondering what the user has done to damage the leads, and perhaps the DMM at the same time, and so for the users own safety the manufacturer believes the user should be induced to purchase a new DMM as well, just to be on the safe side. ;)

Have you costed making your own test leads yet? I'll bet it costs more than the substitute pack.
