Is this a latch or storage element?

It has that cross coupled elements so it looks like a latch but not quite.

Is this a storage element ?
 

More likely a regenerative (cross-coupled) gain
stage, but if you want decent answers you could
quit cropping your schematics to where they're
not much more than a Rorschach test.

A logic storage element would not use long channel
devices.

cross coupled gain stage? is there an example for that? I rarely seen this one,
