Hey new to the forum and i need help with a project i have de2 boards and i need to have one board encode a message and the other board decode it and display it on a the 7 seg leds we have the encode/decode code but not sure how to get them to talk

In order of increasing difficulty...

If the data rate between the boards is low you could use the RS232.
You could use the 40-pin expansion connector and an appropriate cable with mating connectors to link the two boards.
If you don't mind more work and having a learning opportunity you could implement the connection using Ethernet UDP packets.
If you want a more painful development task and learning opportunity you can use the USB host/slave
