dual 74165 configuration

I want 16 keys in a project but I'm lacking the I/Os. I'm connecting two 74165. Are pin 1 & 2 of both the ics to be connected in parallel configuration?

In a word, yes.

It's probably good practice to ground the unused serial input on the last 74169.

Unless you use it as a 9th (or in your case 17th) input.
