Does anybody know of a tool to automatically generate symbols and footprints?
 

Many device makers give Symbols and footprints of their components on their web site free of cost. And some makers such as National Semiconductors (Now TI) have tools such as Ultra Librarian (**broken link removed**) which create symbol and footprints for most of Nat Sem and TI Parts.

Apart from all these, Orcad 16.X allows you to create symbols directly from Excel sheet for huge components
 

The LPWizard from Mentor can produce the components.

Symbols you will have to make yourself or obtain from other libraries.

What system are you wanting them for?
