difference ebetween physical function and a virtual function in PCIe

Hello,
1) What is the difference between a physical function and a virtual function in a PCIe device? Can You explain with an example.
2) Getting confused: A single PCIe device can have a multiple physical function and each physical function can have multiple virtual functions.
3) Every virtual function example has a figure in it showing guest OS. If a device have 4 virtual function,does it mean that the system has 4 guest OS running on it?
