Scaling Filter Coeficients for Floating-Point DSP

I have some values from Matlab for a 2nd Order Compensator Filter but having trouble implmenting them in my DSP.

I need to get them in the range of floating point from -1 to 1 but some of the coeficients are around 12.

How do you recommend scaling this?
