Hi everyone, pls I 'm working on a circuit to transmit and receive infrared signal of 38khz. The problem is that my TSOP1738 is not receiving the signal.
Pls I need help badly.

Check that Vcc is connected.
Check if your transmitter really sends something. Try using TV remote and see on the receiver something... Do you modulate signal correctly?
 

Use a cellphone camera to ensure that your transmitter works. The cellphone camera CCD is sensitive to IR
