in details , what is the mean of electrical length in microstrip line?

Electrical length will be different from physical length, because the velocity of signal in a medium will be less than the velocity of light in free space.

Thats close but the velocity of light doesnt enter into the equation :)
your statement rephrased....
"Electrical length will be different from physical length, because the velocity of an RF signal in a medium will be less than its velocity in free space"
