Cannot find a electrical engineering job period!

I have a BSEE, I live in california. I have no experience.

I have applied for over 200 jobs in the silicon valley and
it is very sad and depressing to admit that I have yet to
go to one interview. All my friends have found some jobs.

Silicon valley does not hire American citizens, it only hires
H1bs and student visas. Every single job is tailored for these
people by saying MSEE preferred.

I have no idea what to do. Is a person with a BSEE with no
experience doomed to never get a job or given a chance
to even interview?

Someone told me that in the 70s, all an engineer had to do was
drive into the wrong parking lot and he had a job. Man I wish
those days were here. And we keep saying that there is a
shortage of American workers.
