Linearly polarized antenna receives signal with a 3dB loss

HELP Required!!!!

Why is that a linearly polarized antenna will always receive a signal from circularly polarized wave but with a 3dB loss???

We know that a horizontal polarized antenna can receive only horizonatlly polarized wave but what has happened to the above case. Plz help me I am in confusion
