Noise measurement

Hi,
I am designing a transmitter and I want to control jitter measurement by measuring noise on the input signal. Can I request anyone to please help and give me a code, as to how can I measure noise in the input signal for each clock period as I want to get Average voltage and RMS voltage for each clock period and then I will use it to calculate jitter using an equation. Therfore Iwant a code basically which can measure input voltage and caluculate its average and rms at each clock cycle. I am writing the code using Verilog A.
