And Yes, but you shouldn't. You could stop somebody's heart. We used to play with the workings of disposable camera's during my undergrad years, charging the flash's capacitor and discharging it across various things with great hilarity. My mate accidentally took a hit on the hand, and couldn't move his arm for over half an hour. Try dropping a coin on the capacitors terminals, you'll see 2 spots where the metal of the coin has melted.
