Very Strange! About scan insertion by DFT compiler

Hi, all,
Now, I encounter a very strange problem when I stitch the sub-block scan chain noto the top level.
In the past, I usually used this hierachical scan method to insert scan.
But this time, when stitch the sub-block scan chain (about 15 scan chain, 180 cells per chain) onto the top, the first 14 chains are stitched as my wish, but the last scan chain is not stitched as normal, the existed chain in sub-block was not stitched successfully, the chain was stitched to contains about 13000 cells, these cells are in the top level.
I don't know why the last sub-block scan chain can't be stitched and why it use top cells so many in a scan chain.

Any guy can give me a hand ? I need a answer or a solution. Thank you very much !!!!!!
