positive and negative slack

Can any body tell me

How Positive and Negative Slack effects frequency.

If you define a period of 10ns and you obtain a negative slack of 1ns, your max frequency will be 1/11ns.
If the slack is positive by 1ns, your max frequency will be 1/9ns.
