about covalent bond between atoms of chlorine

Iam recenently referenced art of electronics by Alan hastings,
In that i got one doubt,i.e he is given covalent bond between chlorine atoms and Negitive polarity given to the chlorine.that means it is negative ion ?
I want clear in formation about covalent bond between chlorine atoms?
If any body knows please tell me.
