programmable for design of moving display

Hi friends:

I´m looking for info about how to build a PIC based matrix sign (16x8 ?) to display "moving arrows", "warning words". Something like the "portable" signs installed in all roads when there is a deviation road or a warn about to reduce speed, etc.
