stability ratio

1) PLL Natural Frequency <=Hsync Frequency/PLL Stability Ratio
2)PLL Natural Frequency = square root[(Ip*Kvco)/(Ct*N*P)]
Ct=0.082uF Ip=charge pump current
N=PLL Divide Ratio P=Post Divide Factor*
pi=3.14 Kvco=MHz/V

Can anyone tell me the meaning of PLL stability ratio ??
Why stability ratio is defined by Nature Frequency instead of cut off frequency??
