I'm assuming that you are talking about the number of frequency division counter stages.

Let R = the frequency ratio
N = nuimber of stages.
The n = log2 R
Where log2 means logarithm to the base 2.
If R is a power of 2, then log2 R will be an integer.
If not, then round up to the next higher integer value. In this case, since N will not be a power of 2, you will need some extra logic in your counter to divide by the integer.

Example, let R = 5.
log2(5) = 2.321928...
Round up to 3.
You need a 3 stage counter.
The 3 stage counter with no extra logic will divide by 8, so you need some logic to convert the 3 stage binary counter to a divide by 5 counter.
