For PiP cap, you need to have 2 POLY layers, one is POLY bottom and one is POLY top. PiP built from these two layers with a thin oxide to form as capacitor. The top plate is of smaller dimension than the bottom plate and contacts are built on both plates for connection, that's why you have smaller top plate
