What is the name RED or GREEN accrylic at the surface PCB?

technical name is SMOBC(solder mask on bare copper)

er.... not quite.

Solder mask is there, yes to protect the board from whatever may be in the environment, corrosion etc, but also to isolate the signals on the tracks so that they do not get shorted etc.
At different altitudes it has different effects on preventing flashover between tracks too.

It can be either photo imagable or 2 part epoxy resin, usually cured by YV light I think. As for the colour, think of a colour and you can sometimes get it.
I have had boards that are Grren, Red, Black, Blue, Yellow, White....

is it LPI masking(liquid photo imageable)
