"mobile voice acceptor" help required

catch mobile voice

hi ,
I want to make a device which can catch the mobile voice in the specified range.
LET Suppose in the range of 50 meters a lot of mobile signals are scaterred.This device have some filters who catch the most nearest mobile voice or it show on any software that these number of signals are in the 50 meter range so i can select the specific signal of mobile to listen the voice.
frequecy matching also involve i think so......

Actually it is my own idea.
IF any one help me to make this device i am thankful to u people.
