What does 0db+0db mean ?

0dB describes a system with a power gain of 1: (log(1) = 0).

0dB + 0dB describes a system with a power gain of 1 X 1 = 1.
.
0dB + 0dB = 0dB

zero dB is 1 ratio then 0dB+0dB=0dB=1 ratio
or 0dB+0dB=1*1=1=0dB
