Why the software license is so cheap on this site?

Hi,
i don't know why the price in this page so cheap!What difference between licenses in this page and genuine company??**broken link removed**

for example:IC Package of cadence just 180EURO!!!

the price is cheap because u can't use those licenses to develop a commercial product, they are only for academic teaching and research
