Can anyone explain how RC circuit's charge and discharge?

If you think of RC low pass filter step response it charges as v=Vs*(1-e^(-t/RC))
Type RC filter in wikipedia, you will find subject explained in detail.\]

RC circuits basically behave exponentially while charging and discharging. They charge thru Vcc supply and discharge thru ground
