Neon lamp - does live / neutral wire matter?

lamp neutral wire

Hi All,

My friend bought a neon lamp in Japan. It has 2 wires coming out of it: a black one, and a black one with white stripes. The voltage rating is 190V.

Now, he wants to use it in France, where they have 220V of supply. So, he wants to connect it in series with a resistor to give him the 190V drop.

However, does it matter which wire is connected where? (i.e. which one is live, and which one is neutral)

If it does matter, does anyone have an idea about which one is which (black vs. black with white stripes).

In AC-excited lamps, both electrodes produce light - polarity is not important, but in a DC-excited lamp, only the negative electrode glows ..
Thus a neon lamp can be used to distinguish between AC and DC sources and to ascertain the polarity of DC sources ..
