Creating a double ground pulse from a single one

Hi all!

Problem:
Input:
Can be chosen either 12V or 0V, 1sec or 3sec, any combination, output is single pulse. When not triggered wire is floating but can be pulled to 12V or 0V.

Output:
Shoulde be a double ground pulse, preferrable 1sec 0v, 1sec 12V 1sec 0V (or at least somehow close to that.

Application is in car alarm systems...

If possible all detailed parts + schematics would be greatly apprechiated as I knew something from the electronics just 10years ago and it's all now long gone ;)

what you want seems qyite simple and you may read about monostable circuit with the CI 555, however your post is confusing with many options and mainly you are talking about a "double ground" concept which, unless I am very wrong, it is not necessary for your purpose.
