transformer 15v dc 100ma

Hello, i'm searching for a simple power supply to realize 12/15V 100mA or similar from 220V rectified power line without transformer.
Have you any suggestion ?

safety problem

There is a safety problem involved in this. Most countries require the entire circuit including the one it powers to be enclosed in two independent layers of insulating material such as plastic.
