220v AC to 12v DC convertor without transformer

hi all.i want a circuit that convert 220v AC to 12v DC without using transformer.i want it give me not less than 40 or 50 mA.and also it costs so cheap.its better not using an ic.

There are several ways of getting 12V of the mains without a tranformer, one is described here:

I do this by using capacitor voltage divider. use a large parallel risistor to dischage the capacitor.
