convert toggle to momentary

Hello,
Im working on a project using a pic ( 16f84 ) with a shift register ( 74hc165 ) for 8 inputs and another shift register ( 74hc595 ) for 8 outputs. What I need to do is read the inputs that are connected to "latching" OFF-ON toggle switches, convert the data and output it in "Momentary" form......... So when each time the switched ON or OFF it will output a "pulse"..... Anyone out there got any hints or subroutines??? Or ideas???? Thank You!!! -Ryan

Question is not clear.
post your circuit so that we can understand what's happening.
