well, try dxf out. You can try import it & view in mechanical softwares like PRO-E or solid works.

Good Luck.

mentor pads idf

from pads layout export to idf, then import into solidworks

1. export DXF file format

2. Use one of the following softwares:
A. AutoCad
B. Solid Works
C. 3DsMAX

In general all 3d softwares out there use a DXF File format.

the question is which 3D software is easy and fast to use

I don't use Pads, so I don't know the answer to this. Does the exported DXF file contain Z-Axis data? I export DXF out of Mentor Expedition all of the time, but I have only looked at the files in AutoCad LT, which is only 2-D

If Pads can export IDF and you have a tool that supports it (Pro-E, Solid Works), that would be the best solution.
