Problem with FPGA ports in Spartan 3

Spartan 3 problem

I have observed that in the FPGA Ports there's 3.3 volt and the fpga package it is more hot... it's normal ?

another questions :

When I do a boundaries scan.... I can see only Prom but not the FPGA, though id prom number it isn't recognised from iMPACT ISE tool ...

I post a little schematic of FPGA Boundary scan, anything wrongs ?
