    Hi cr@ckintosh,

surely you are looking for a syllabic compressor/expander (not a digital coder).
If so, look for data sheets, application notes, etc of compandors (NE571, NE572 or others).
    Regards

    Z

    ne571 compressor circuit

More specifically, are you looking for

    a-law, mu-law, adpcm, celp, etc?
Are your in/out signals in the digital or analog domain?

    Loki.

    ne571 application note

    Here's a link for a nice circuit
    http://graffiti.virgin.net/ljmayes.mal/comp/comp.htm
Or if you are looking for something simple and don't care much about the harmonic contents added (being for speech), try this one
