BER comparison between unipolar and bipolar signaling

Attached figure compared the BER performance between (binary) unipolar signaling and bipola signaling.

We see that bipolar is better than unipolar.

My question is that since their only difference is shift in DC voltage level, why it is meaningful to compare them?

Why it is meaningful to compare their BER at same Eb level?

Any comparison is done to show the benefit of one thing over another. The benefit of the bipolar system is clearlly indicated by the 3dB gain of the bipolar system. Rather than looking at the same values of Eb/No, this plot is understood as follows, for the same error rate, the bipolar systems requires 3dB less Eb/No that the unipolar.

After a little studying, I found the advantage of bipolar over unipolar is that there is no meaningless DC power burned in bipolar system.

Other than this, there is no difference.
