Can you implement image processing to Spartan-3 starter kit?

Is it possible to implement applications like image processing,video codec & so on.. to Spartan-3 starter kit?..

Why not?
But by realization scecific features maybe limitations (resolutions, fps, etc)
It is define available capacity of FPGA & size off-chip RAM

spartan 3 maybe not enough for your project!
