if any one know source code of codec code with (C languge) plze send it

what kind of codec you want? source coding codec or channel coding codec or else?

every thing that used in voice application and give me more efficient
and tell me how can i test it by any recording programm
such as (cool edit for example)
for detail send to me testing of it

try to download the source code of a small program called VirtualDub. It will show you the C code to manipulate both sound and motion picture
