Problem with using "edit" and "edlin" commands on Windows XP

Can someone tell me why my dos (on windows xp) is calling my "edit" and "edlin" bad commands? It even can't display my config.sys when I type dir config.sys or dir autoexec.bat. Sometime ago when I could still create directories via my dos it would turn the whole keyboar upside down, the scary thing is that the dos on my windows 98(same computer) works fairly well, i think.

What could this message mean (i got it on right clicking on my computer icon): this application has failed to start because framedyn.dll was not found. Reinstalling might fix this problem.

I'll appreciate any info. I'm really depressed as I need the dos to use my turbo c.:cry:
